The storm passed between Haiti and Cuba, producing gusty winds and locally heavy rain for parts of both countries.
But officials say they were relieved that the number of fatalities and magnitude of the storm was far lower than were feared in advance of Tomas’ arrival.
More than 36,000 people had been evacuated from flood-prone areas and areas under threat of landslides.
The storm eventually lost its tropical characteristics and dissipated to the northeast of Haiti.
Tomas had earlier killed 14 people in St. Lucia and one person in St. Vincent and the Grenadines as it lashed the Windward Islands of the eastern Caribbean.
