Poorly organized Emily passing just south of the Dominican Republic on Thursday morning.
Haiti, the Dominican Republic and parts of the Windward Islands were drenched by passing Tropical Storm Emily.

The poorly organized storm was nearing the southern coast of Haiti near Port-au-Prince late Thursday, threatening to unleash flash flooding in an area still reeling from last year's devastating earthquake.

Forecasters at the U.S. National Hurricane Center in Miami said that Emily lost force and became a tropical wave late Thursday as it moved toward the eastern tip of Cuba.

The center also said the disturbance could regenerate into a tropical storm as it approached South Florida over the weekend.
