
The center of Hurricane Isaac was nearly stationary to the west of New Orleans on Wednesday.
After inflicting misery on Haiti's quake-displaced residents and causing a one-day delay in Tampa's Republican National Convention, Hurricane Isaac drenched New Orleans and other parts of the Gulf Coast.
It had remained a tropical storm until just prior to making landfall near the mouth of the Mississippi River.
The storm then stalled just west of New Orleans for a day, spinning in wave after wave of heavy rainfall and strong winds.
Isaac was predicted to bring drought-breaking rainfall farther north in parts of the Mississippi Valley.
