The region is still recovering from deluges and massive landslides triggered by Tropical Storm Manuel in September.
Officials had been slow to respond to that storm and were taking no changes with the latest in a series of tropical cyclones to affect Mexico this summer and early autumn.
But Raymond produced no such disasters and slowly weakened to a tropical storm on Tuesday as it spun just off the Guerrero coast.
It later moved westward into the Pacific, away from the Mexican mainland, where it was a threat to only shipping.
